Is it possible for the GPU to cause spikes in the CPU usage?

A couple of weeks ago, I submitted a few posts on Reddit asking about why my cpu usage is randomly spiking. Every 2-5 minutes my CPU would spike to 100% utilization. When I would go into task manager to find out what is the cause, whatever given application I'm running will cause the CPU to hit 100%.

Running black ops 3? CPU will run to 100% and Black Ops 3 will be taking 90% of it. NVidia Control Panel would spike to 100%, hell even the task manager and google chrome would spike to 100%. It was just whatever given application I'm on. When this happens my fans on my CPU would go crazy, given that it's suddenly at 100% utilization. My temps were fine (they don't go above 60 during gaming, idle around 28-32), bios updated, nothing was running rogue in the background, no antimalware, but my cpu would just kick to 100% every 2-3 minutes for a full 10-15 seconds then drop back down.

I tried a ton of troubleshooting, including:

Checking CPU temps (temps were not spiking, so CPU wasn't being throttled by temps)
Reapply thermal paste/fan *just to be sure*
Uninstalled display drivers (I used to have an RX 480, but I had already uninstalled those drivers through DDU before even installing the 1080ti).
Refreshed Windows
Reset BIOS to default settings
Updated BIOS
Reinstalled windows from external boot device
Updated chipset drivers

I was still getting spikes on my CPU utilization on a brand new operating system, so I decided to just RMA the CPU. However, in what I thought was an unrelated issue...

I ended up returning my (new) GTX 1080ti because of awful coil whine, and so in the time being I'm using integrated graphics until I figure out what's next. The thing is, all of a sudden my painstaking CPU spikes are completely gone. My CPU is working like a dream once again, like it was when I was on my RX 480. I'm on integrated graphics which emphasizes even more cpu, so weird, right? No spikes for the last week playing Minecraft (and running a server), Overwatch at 720p, general browsing, etc.

I think it might must have been due to my 1080ti, because it's just too coincidental. I upgraded from an RX 480 (that I never had any CPU issues with) to the 1080ti a few weeks ago, and that same day my issues with CPU spikes started. I have a gold certified 750w PSU, so I don't think it could be due to the power draw... iit still happened on a fresh OS, so it couldn't have been due to drivers (and besides that, I'm still using the NVidia drivers with my Intel HD graphics)... does anyone have any ideas of why this might have happened?

My specs are:
Core i7 7700k @ 4.5 GHz
Gigabyte GTX 1080ti
Corsair 16GB RAM @ 3,000 MHz
Asus Strix z270e
Hyper T2 CPU cooler
Rosewill Valens 700w Gold Certified PSU

Microsoft Word should never make a 7700k spike to 100%.

are u using stock heatsink?
if yes get a better one
if no read the next steps

do u have a 3d printer or a way to delid the cpu?
if yes try delidding

did u try without gpu? aka igpu?
try to power the cooler with another psu? incase of bad psu rail but not recommended
