My fps counter shows high fps, but games still stutter

Hi

I built my pc for the first time, and i don't know what i have messed up but if anyone could help me that would be nice. Games lag even though the fps counter shows that i have high fps

Now i have the following specs:

Gtx 1070 strix
i5-6600k (cooled by a lepa aquachanger 240)
16gb G.skill ripjaws ddr4-3000
Asus Z170-P Intel Z170 So.1151 Dual Channel
256GB Samsung SSD
650 Watt Corsair VS Series VS650 Non-Modular
1000GB WD Blue

The problem that i have is that even with these specs, games like HITMAN for example, and a lot of others, stutter, even though i have downloaded the latest gpu drivers and have tried lowering the settings from what Geforce experience suggests. I have no clue what i should do is there something that should be done in the bios or something? i have no clue why this happens even though these specs are often more than enough for most of the games. Please help!

What monitor are you using? I thing that your GPU's FPS is not syncing well with the displays FPS/Mhz, or vice versa. Sometimes on monitors refresh rate and response time don't add up or mix well. Also Have you check the temperature of the GPU?

BenQ Zowie XL2411 is my monitor, and i checked the temperatures with afterbruner, but maybe i should check again?

I ran a benchmark test in HITMAN with everything on to the max and the fps stayed over 60 all the time, and i had msi afterburner on aswell and it showed that the gpu temperature was around 55c and cpu temps were 34-42, aren't those normal temperatures?

Do you only have the stutter playing online or also offline?

Oh, I thought maybe it was your ping, but as it also happens with offline games, I wouldn't know.

Yes those temperatures are pretty normal
