GTAV Frame locked on a Gtx 970

I keep getting locked @30 FPS on GTAV only. I currently have an Fx 6300 and a Gtx 970 Windforce card. Also I know I do have a bottleneck. I checked Nvidia control panel,turned Vsync Off,looked at posts about the frame caps but it still hasn't worked for me.

Also I have changed power management to High performance but it didn't do anything to fix it.

Well if you just got that 970 im thinking there may be a display driver issue thats causing it. Did you uninstall all your old amd drivers and install the proper nvidia driver? There also may have been some direct x settings set for gta v that are amd specific, if so verifying the game cache or reinstalling the game should reset those settings.

If you were to verify the game cache it would delete all your mods, or at least mods installed that edit GTA files, so script hook and other scripts likely wont get deleted since they dont edit any of gta's preexisting files. Here is a way to verify the game cache without steam below.

Change that back to quality, you certainly dont need to use high performance with a 970, i'm not even sure what that does I know its only enabled for really low end gpu's.

Make sure 'refresh rate' in gta v's graphics menu is set to the refresh rate of your monitor. Also make sure vsync is disabled in gta v's menus .

I double checked everything I could possibly be locking my fps but it hasn't worked. Am I missing something? I'm not sure if its relevant to this but I do still have mods installed into gta 5 considering the OpenIV/modding situation.

Has it always done this? Even before OpenIV was taken down? If it started right when open IV got taken down then that could possibly be related, my modded GTA V wouldn't even launch after that happened. What mods do you have installed? Have you tried verifying the integrity of the game cache in steam? If you are using steam.

I cant think of anything else that would cause this other than the settings I mentioned, as well as the half refresh rate vsync option in nvidia control panel.

The funny thing is I just upgraded because I didn't feel like waiting for prices to drop due to cryptocurrency so I got a good deal on the 970. I'm using the Disc version because I like having that game on a shelf for looks. My previous card was an R7 360 and it ran fine avg 40-70 fps @1080p.

Also I still have script hook,ENT,Benny's garage,fuel mod,apartment mods,racing mods,script folders.

Should I remove all files involving mods and etc?

I'll reinstall gtaV tonight and see what happens. Also I did uninstall my old amd drivers and I am using the version 382.5 for Nvidia drivers. Thanks for taking your time to help me out because I do appreciate it.
