AMD's FX CPUs are bad. Do not buy an FX CPU. Replacing them with AMD Ryzen your choices are:
GTX 1060 + Ryzen 1400
If you want to keep a lower budget replace the GTX 1060 with 1050ti, you can run in 1080p 60fps if you are willing to lower your video details a little bit.
GTX 1050ti + Ryzen 1400
If you have higher budget replace the Ryzen 1400 with Ryzen 1600, better future proofing and performance in CPU intensive games.

offers the best chance at 720p for a solid 60 fps at all times with all titles. Can I promise that? No.

Replacing the 1050 Ti 4GB with https://www.newegg.com/Product/Product.aspx?Item=N82E16814137053 brings 1080p/60 FPS into focus.

I'd stay as far from the obsolete FX line as possible. There isn't an upgrade path.

Purchase the 7400 and the 75,76 and 7700 are there for you when you want to increase your performance level.

The best solution imo is the 7500 with a 3GB 1060. Not saying to build it. I did read your entire post. Just saying that's what I would choose with your expectations in mind.

Have you ever changed a tire on a car or truck? Sorta scary/empowering the first time that happens. Get to know your pre-built. There are so many videos out there that show exactly how to remove/replace parts. Tools needed? Two opposable digits and a screwdriver.

Not a good idea to buy 2 core or 4 thread intel CPUs at this point. Especially cross the i5 7400 from your list. You can get Ryzen 1600 for a little more on a brand new AM4 platform, it is way better, can overclock later if you needed, and next generation CPUs will also fit your motherboard so you have upgrade path. Not to mention it has 6 cores and 12 threads.
Since you want 60fps, the Ryzen 1400 can deliver that too. So if you want to stick to budget go with that. It has 8 threads which means that you will have less frame drops than the 4 core i5 7400.

In real world scenarios, your computer isn't only running the game. Some windows processes like indexing service and the antivirus might decide to start on their own and drop your frame on a 4 thread CPU, having more threads (8-12) gives you a buffer so background processes don't drop your framerate. You likely have a few background programs running while gaming, with an 8 or 12 thread CPU you don't have to worry about them dropping your frames anymore.

On medium details for witcher 3 at least get the 1050ti to stay above 60fps. If you want to go low detail 1050 can do above 60 fps too. Regardless, if you have the budget for GTX 1060 then get that one, it is a much more powerful GPU.
