Most pre-built PCs will allow upgrades anyway regardless of the bios, be careful though if you plan to change the CPU as your bios may need an update to support newer CPU's
Normally with a pre-built I would say yes, but with that one im not sure, easiest way to find out is go into the bios and have a look, what are you trying to do ? motherboard details here will help.
The motherboard doesn't have a manual but the model number is H110-1/G11CD and someone said that if the advanced tab is accessible, then it's unlocked.

It is more than likely unlocked however, as its a H110 chipset, you wont be able to overclock on it if thats what you are hoping to do, the only intel chipset in that series that allows overclocking is the Z170.
