Wondering if this budget PC would run well

Hello all :) I'm hoping I can get some comments and/or recommendations on this new budget PC I'm going to build as I am not too good with computers myself.

Hardware and Specs:

CPU: i5-7400

RAM: Fury 16GB

Graphics card: GTX 1060

SSD: M.2 480GB

Questions:
(try to number your responses to each question please)

1. My main game that I play is Tom Clancy's Rainbow Six Siege. If you could check the recommended requirements, do you think this would run the game with AT LEAST 60fps on ultra settings?

2. If so, would I be able to play and record gameplay using Nvidia Shadowplay while still running the game well and recording in 60fps?

3. Regarding the monitor, since this is a budget PC I was wondering if I could buy just a Samsung monitor (not gaming monitor). Is the hertz difference too much? Would I be able to play well?

4. Is there a big difference between the GTX 1060 AND 1070? Should I go for the 1070 or is 1060 enough?

5. Any pretty cheap but good motherboard recommendations?

1. yes you will be able to run it on ultra. 60 fps is most likely but not a guarantee.
2.yes you would be able to record running the game and it willl run well.
3. well the monitor would have a bad refreesh and would cause screen terring witch is lag basicly so go for a low budget pretty cheap monitor. try this:https://www.amazon.com/24-inch-FreeSync-Monitor-VG245H-Response/dp/B01JGYM5H6
4.do not get the 1070 it is way to over priced it goes for $500 and the gtx 1080 is going for $580. so stay with the 1060 since its pretty cheap. but go or the gtx 1060 6gb.
5. try the Gigabyte GA‑B250M‑DS3H with Intel B250 Express chipset. a good choice id also recomend you upgrade your cpu to a i5 7500 best price for performance.

Firstly I would like to thank you for taking the time to research for me :)

I know a guy who can get me a GTX 1070 for a decent price (130-180$ difference between the 1060 and 1070) and I think I'll get the 1070 as I was recommended by a few people and I am hoping to maintain a constant frame rate a decent amount above 60fps (about 80-100). So regarding the graphics card, I will probably go for a 1070 but I understand what you mean by it being overpriced and the 1060 being good (for the price). However, after debating with myself and researching, I decided to go for the 1070 (I will have to wait a month for a restock but I guess it's worth it).

Moving on, I now need a new processor for the GTX 1070. I read that an i5-4670k SHOULD support the graphics card, but I would rather be on the safe side. Thus, I looked at some i7 CPUs and came up with some options:

i5-4670k
i7-4790k
i7-6700k

I am hoping someone could give a mini review on each CPU and tell me which ones will and which ones won't maximize the ability of the GTX 1070.
 
are you upgrading motherboard, ram and cpu on your current system ?

because the Ix-4xxx are LGA 1150 Motherboard that run with DDR3 ram and Ix-6xxx are LGA1151 motherboard and run DDR4 Ram.
and these are not interchangeable.

To answer broadly your question the I7-4790K or the I7-6700K are quite capable of running that video card without any bottlenecking.
it comes down to prices, and what you currently have on hand as hardware, and how much you want to pay for upgrades.

and the difference of power capabilities of the 4790K versus the 6700K is almost identical, but I find the 4790K overclocks better, but the DDR4 Motherboards have faster Buses to process information, so they are quite neck in neck.

No, I am building my first PC.

Would the i5-7400 in combination with the GTX 1060 run Rainbow Six Siege AND record in 60fps? I am reconsidering choices due to price differences. Here are the minimum and recommended requirements for the game. However, I want to emphasize on the recording as I want to record gameplay in 60fps (using Nvidia Shadowplay if you were wondering).

MINIMUM:
Processor: Intel Core i3 560 @ 3.3 GHz or AMD Phenom II X4 945 @ 3.0 GHz
Memory: 6 GB RAM
Graphics: NVIDIA GeForce GTX 460 or AMD Radeon HD 5870 (DirectX-11 compliant with 1GB of VRAM)

RECOMMENDED:
Processor: Intel Core i5-2500K @ 3.3 GHz or better or AMD FX-8120 @ 3.1 Ghz or better
Memory: 8 GB RAM
Graphics: NVIDIA GeForce GTX 670 (or GTX 760 / GTX 960) or AMD Radeon HD 7970 (or R9 280x [2GB VRAM] / R9 380 / Fury X)

I would also like to remind readers that I'm hoping to achieve a consistent fps above 60 (about 80-100 at least). Or should I go with an i7 CPU to do so? If so, which one do you recommend?
