My monitor (an HP w19e) is only capable of 1440x900 display as the highest. But, I've figured out how to get it running 1920x1080 through catalyst control center. Although it bumped the refresh rate down to 60 from 75, it still works and shows no artifacts, glitches or freezing. This is my only monitor and I really want to know if this is safe for the monitor. I'm running windows 10 pro.

It's a resolution scaling option you selected is my guess. There is no way for a monitor to display higher than native resolution, only refresh rate can be OC'd. The resolution is the number of pixels that physically are part of the screen.
