I buy liquid cooler, and i testing the temperatures, the temperatures of CPU are very good, playing games CPU stays belows 40º (1000-1500rpm), playing "GTA V Online in Mod Servers" reaches maximum 45º (1000-1500rpm).

I testing the cooler putting Fans to MAX RPM, and I noticed the temperature of CPU its the same, dosent matter fan its max rpm (2500) or low (1000-1500)... It is normal?

Solution
No...the CPU cannot be cooled more than a certain amount by your cooler at lower temperatures, regardless of how fast the fans move. On auto they are already moving enough air to cool the water maximally in the radiator: the fan rpm is NOT the limiting factor.
& not to be blunt, but why is it a concern? Below 45º under load is 100% healthy.

i understand if the CPU is under heavy load it gonna cool more... But at a manual full rpm speed, would not it have to cool more? doesn't matter if its in heavy load or no? why its the same temperature?
