so I'm planning on getting a evga GeForce 1060 supercloked gaming graphics and a
Intel Core i3 6100 Skylake Dual-Core 3.7.Will it bottleneck the card significantly?

Solution
Get the G4560, 95% the performance of a i3 7100 at a much lower price. Also its a good pairing with a 1060 if aiming for 45fps plus in modern AAA games. Its also got a great upgrade path for dropping in an i5/i7

It's basically the same CPU as an i3-6100, G4560 is half the price. I think it's good to go with a 1060/RX580, because even if you're bottlenecked now and I don't think you will be(except some games), you can still upgrade just the CPU later and remove the bottleneck.

In real time, you wont find much difference, except a few FPS here and there. They all perform around the same range. But the cooling part is better than the reference card.
The i5 being a true quad core will give you much better performance than the i3.
