really dont want to go past a rx 570 with a pentium
It's basically the same CPU as an i3-6100, G4560 is half the price. I think it's good to go with a 1060/RX580, because even if you're bottlenecked now and I don't think you will be(except some games), you can still upgrade just the CPU later and remove the bottleneck.

1.How much more powerful is the evga SC compared to the reference 1060?how much extra fps will I get.

Pascal overclocks aren't going to yield significant FPS, maybe 5 at the most (for factory overclocks that is).
On the latest titles, a Core i5 or Ryzen 5 CPU is your best bet. Core i3's are ok, but for future games, a true quad core is much better.
In real time, you wont find much difference, except a few FPS here and there. They all perform around the same range. But the cooling part is better than the reference card.
The i5 being a true quad core will give you much better performance than the i3.
