Ryzen1700/ GTX1080 something is bottlenecking, low fps CS:GO

I have the following setup:
- GTX 1080
- Ryzen 1700 @ 3.0 Ghz
- 16 GB ram @ 2933mhz

my gpu usage, and cpu usage is very low, I'm not sure what is happening.

If you haven't overclocked the 1700, then your FPS shouldn't be that good, but it shouldn't be THAT bad. The GPU, if it's decent, has basically nothing to do with your FPS in CSGO because the game is so CPU heavy. I would try verifying the integrity of the game cache, reinstalling, or checking your settings if you're not having problems with other games. You should really be having a high load on 2 threads or so and a low load on all the others.

I found that changing your launch options can make a huge difference in CS:GO fps. Here are mine

-novid -tickrate 128 -high +fps_max 0 +cl_showfps 1 +cl_interp 0 +cl_interp_ratio 1 +rate 128000 +cl_updaterate 128 +cl_cmdrate 128 +mat_queue_mode 2 +cl_forcepreload 1 -nod3d9ex -nojoy
