can i use any ddr3 ram on a ddr3 motherboard?

This could depend on the CPU being used, since the CPU contains the memory controller.

The computer ONLY supports standard unbuffered DDR3 1.5 V memory modules.

The linked 8 GB Samsung module is a registered type memory module and is NOT compatible, it will not work in this computer.

The same also for the linked Apacer 2 x 4 GB modules. They are also registered type memory and will not work in this computer.

Here are some compatible (unbuffered) memory for your P8H61-M LX2 motherboard -
