steam download speed dropping mid download

When I downloaded a game I started with 29 MB/s and half way through it dropped to 1 mb/s and then around 800 kb/s. I read people saying they fixed it by opening ports in steam, I tried but I don't know how to find internal/external ip. Could it be a hard drive/ssd thing? Speed tests are at 230 mbps, could my ISP be limiting steam?

oh, good point. god damn 65 gb game... it drops to 600 kbps on disk and download then if I pause it and resume the download it goes up to 26 mb/s
