Can't run GTA V without stuttering or flat out freezing on Display

I just recently finished installing GTA V, and although I love the experience I've been running into numerous problems when it comes to running the game. My specific issue usually occurs when I'm driving at high/medium speeds through dense parts of the map. At a certain point, my game begins to stutter and freeze, although I can still hear the audio just fine. When I look at my task manager, my 'disk' tab (Hard drive write) shoots up to 90-99% when I unpause my game and continue driving. My friend who knows much more about computers than I do said that If i purchased an SSD and allocated GTA 5 to the SSD it would fix my problems, because my hard drive is the cause of the stutter. I'm looking for professional help because I honestly am not sure what's happening w/ the game at this point

SPECS:

GPU : NVIDIA GeForce GTX 970

Processor: Intel i7-6700 CPU @ 3.40 GHz

RAM : 8 Gb

Windows 10 Home

64-bit OS

HDD : Seagate Desktop HDD ST1000DM003-1SB102

  1. If it where your HDD you would have these issues anywhere in the game, also the game isn't writing anything to your hdd other then the occasional save game so having high disk write is very suspicious.

Stutter and freezing for lower core count cpu is usually due to bad handling of threads which you can fix, wouldn't hurt to try this out just in case.

Could it be my GPU that's tanking? I'm assuming that's a possibility based on the changes I've made in my NVIDIA control panel and how they affect the way the game processes.
  3. No,if it where the GPU you would just get lower FPS in areas where there is more load, stutter is either due to huge textures on a slow hdd, which would cause high disk reads not writes,or because gta is stuttery to begin with.

Very recently, actually, I've noticed something really weird. My task manager says im using 5.8/8 gigabytes of RAM when i'm sitting idle not doing anything. This is even more peculiar given the fact that my user is only using 1.5 gigs of those 5.8 gigs. I'm not entirely sure why my ram is being used at such quantities, but I assume that this could be why I'm having problems. Any ideas?
