Laptop Motherboard Ic Replacement

Hello, I was wondering how to go about replacing an ic (integrated chip) on a laptop motherboard I got. I tested it with a multimeter, and one identical to it, right beside it, was reading 19 volts on any legs i tested, while the other read next to nothing. (0.1 volts) I assume that that ic is the problem of my motherboard, and i found a replacement on ebay for less than $1.50 cdn shipped, But I don't know how to replace it. I have no hot air gun, but i have a mini torch that would work. (With a little caution, of course) I was just wondering if anyone would be able to give me advice or a tutorial. All feedback is appreciated, but I got the laptop, already broken, for free, so it doesn't matter much too me. Thank you!

Ok it possible but do you have and soldering experience because you will need the iron I think you have and soldering wire and a solder wick or sucker for the old solder when you are putting the new chip in. but since you don't have a hot air gun not the big on the small one it may be tricker because when doing small chips like that flux helps alot it makes it stick to the solder pads only and doesn't form globs but when you do it go lightly when you are soldering the new on it .

If it the the tiny one that may be tricky google YouTube for laptop motherboard fix the one you tuber I think is the best to see how to do it is louis rossmann he does mac books board repairs and you can see how he unsolders it solders it laptop capacitors and more.
