Second Opinion on non-POSTing Motherboard.

Hello all, I recently put together a build for school and general multitasking and I'm having some issues getting the motherboard to boot. I'll continue trouble shooting in the days to come as freetime comes up, but I'd like some guidance. Currently, my issue is that I don't get a POST screen when I power everything on. The CPU and Chassis Fans spin up, the drives spin up, and the case LEDs power on, but no video signal will go through to the screen. I've only tried HDMI so far, as I don't have any other cables on me, but I've tried the HDMI slots on the motherboard and the graphics card with different HDMI cables.

Current System:
Motherboard: ASRock H270M itx-AC motherboard
CPU: Intel Pentium 4600
PSU: Seasonic M12ii EVO 520W
RAM: Crucial non-buffered 2133mhz DDR4 4GB (I do plan to get another stick of 4GB RAM and this may be my excuse to do it)
GPU: MSI GTX 1050Ti
Case (If it matters): QBX Cougar ITX

I won't claim to be any kind of an expert on building computers, but I've been painstakingly careful putting everything together. I've even followed the guide here on Tom's Hardware for diagnosing motherboards. I've reseated the CPU three times now, each time inspecting the pins with a magnifying glass so I'm sure the pins aren't bent. I've tried both RAM slots (though I only have the one DDR4 stick of RAM). The RAM slots aren't backwards compatible so I'll have to buy another stick to figure out if the RAM is faulty though I highly doubt it is.
Currently, I have all the drives and GPU disconnected so the only things connected are the PSU, the CPU, and the RAM. It won't post even with the most basic configuration. I've consulted with some repair stores and they told me that it's very unlikely that anything is wrong with the PSU or RAM so I should just RMA the board and get a new one.

Other Thoughts: I've been thinking about going out and buying a motherboard speaker because my board doesn't have one built in. It would certainly be nice to know if the board is actually dead or if I can figure it out with just the beeps. Also I have concern about the standoffs in my case. The standoffs are metal and built into the case. The soldering on the back does not touch the case anywhere, but I have never seen a case without screw-in standoffs and this is concerning.

This will most likely be a RMA, but any advice would be appreciated.

Hello, thanks for replying,
I've currently only tested the motherboard on a TV (720p Toshiba). My monitor arrives tomorrow (Monday 6/26/17). I'm going to test on a monitor, then a buy another stick of ram before I officially declare the motherboard dead.

As it turns out, after receiving my monitor and it still not working, I decided to buy a new HDMI cable and it turns out that I had not one, but three faulty HDMI cables. Everything is now working, and I appreciated your input. Thanks for the help!
