AMD fx4300 Upgrade

So i'm not an intermediate or a pro at Upgrading PC Builds, But Basically My Specs are:

AMD-FX4300 1gb
3.8 GHz FX 4-Core
16GB Ram
GTX 960 4GB
1TB HD

Every time i open a game or i watch a movie on youtube, my entire PC lags for a quick 3 seconds then goes to normal. I have nothing that opens on Startup & i really want to see a good performance from my PC. So i have upgraded my ram to 16gb and my video card to a 960 4GB, and i thought that was the issue but it's not. My Task Manager's CPU Usage is always at 100% and when i open Task Manager it goes down to 40-50% usage. What can i upgrade to get the best performance from my PC?

now when the cpu is 100% go open task manger open resource monitor and see what is driving it at 100% if it the browser then It a bottle neck browsers are gpu based so it shouldn't be doing that in the same place, if it something else replay back to me and also use malware bytes and see if there any junk programs it detects.

The fx 4300 still decent but is showing it age my friend uses one still If you using windows 10 it has some things to do with lag because he started having performance issues since the past windows update. But my opinion it not worth spending money on the fx platform you could but there not much to of an improvement all of the fx series based on the same chip but they only have differences is core speeds and more cores and you will only get a little improvement. I would get a cheap lga 1155 stuff of ebay since lga 1155 is ddr3 and you can reused the 16gb ram you have. That if you don't want to spend much. If you want just build a whole new system ryzen platform the best in my opinion.

Yea i do have Windows 10 and i have a lot of lag, So what step by step can i do to help fix my performance issue. Can i change the motherboard only and keep everything the same or what upgrades do i need to keep my system running live?

When the stress load that pushes it to max on your CPU happens, try open task manager and check the apps that uses all that power. Find some small tool called Ccleaner, take the free ones its fine, and run its maintenance feature. After all of that, find tools tab on ccleaner and look up for startup. To this end, its up to for which you need to disable.
