Low FPS on all Steam games

Haven't played many games recently but when I booted up Steam today and launched Euro Truck Simulator 2, the frame rate was awful. I tried everything I could think of in order to try and fix the FPS with little to no result - even on LOW settings I was still getting below 20FPS!? After giving up and launching CSGO I realized the same problem occurred here and also on a variety of different games, some more so affected than others but nevertheless my FPS was stuck around 20. Battlefield 1 runs perfectly however that's an Origin game which led me to believe it might be an issue with Steam. I've scoured forum after forum noticing that many other people have had similar issues, some listing their solutions, I've tried most of them with little success. Any help would be massively appreciated.
 
First try reinstalling your video card drivers. Uninstall your video card drivers in control panel and use DDU to remove old configs. Then go to either AMD or Nvidia to get the latest drivers for your system. Dont use any auto installer and disable shadow play on Nvidia.

Then clean up your OS using ccleaner to clean your registry. Then use advanced systemcare to clean up everthing else. Get them both in the link under popular downloads. Also update your drivers for eveything. If you need use driver booster to identify what needs updating.

Optimize your OS services by shutting them down by blackvipers safe desktop. Pick your OS and disable a few servers by the safe desktop and test. Few more and test. If you try tweak settings test with each removed for a while.

Sorry no difference, but thanks for the suggestions.
 
Check for viruses and adware. If you dont already have one use Avast and malwarebytes. Do a boot time scan first with Avast which you may have to install the addon after installing the program. The boot scan may take a few hours just FYI. Both can be downloaded in the links popular downloads.

Again, thanks for the suggestion but unfortunately its made no difference. I'm only getting low fps on a couple of games so maybe its an issue regarding the games themselves?
 
There are steam settings but those probably arent going to help a whole lot. Turn off alerts when friends come online, turn off library sharing, and turn off broadcasting. Try setting launch option -autoconfig so the game is forced to set your games back to default. Also check your video cards control panel for configs and delete the ones your having issues with.

Here is how to optimize CSGO game settings. Be sure to use CSGO launch options and csgo custom config down to the buy scripting. Buy scripting own is time saving mostly

CSGO seems quite a bit better so thanks for that, I'm not sure about the other games though - It seems as though other players have had similar issues with Euro Truck Simulator 2:
