Choosing a budget CPU cooler

Since the summer heat has already hit I'm looking for a budget cooler that will keep a Phenom II 1090t under control. At default speed the stock heatsink does an ok job but it can reach 7000+ RPM while only playing League and I'm afraid it will take off if I fire up anything more intense.

My case is a janky, cheap one, but I've been eyeballing the FSP CMT210 for a while which has a max cooler height of 160mm. I don't mind running the current one with the side pannel off untill I save up some cash to replace it.

Deepcool Gammax 400 - 24.7$
Be quiet! Pure Rock - 36.5$
CM Hyper 212x - 37$ (Less than 2$ more than the EVO)
Antec C400 - 38.62$
CM Hyper 412S - 40$

I've seen the Pure Rock beat the 212 in benchmarks and the 412S is a tall one so I'm sure those aren't the best of choices but decided to include them anyway. I'm not a big overclocker but I'm hoping to be able to run the old man at atleast 3.6 GHz.

 
The Cryorig M9a isn't as big as the Pure Rock or H7, but for $20 it can't be beat and it will definitely be considerably quieter than what you have. I wouldn't advise spending a ton on cooling for a CPU that's over 7 years old, and is outperformed by new CPUs in the $40 range.

Sadly cryorigs and scythes aren't sold in my country. Shame, because I really wanted an H7, but I'll probably go for the be quiet!.

@Ecky I know that, but generally coolers are reusable. Even if a new socket comes out you can find bracket for it, usually.

I have one last question: Can you mount the pure rock "normally"? I've heard that some coolers can only be mounted horizontally on AM3. (sucking hot air from the GPU)
 
Although coolers are reusable, the trend has been for CPUs to use less power over time. The FX-6350 is a 125w CPU, the 6300, 95w. The Ryzen 1700 is an 8-core, 16 thread CPU which is easily more than twice as fast and has a 65w TDP. Intel's i7 7700 is also a 65w chip. Over the years, I've moved to smaller and smaller coolers.

Second hand Noctua D14. beats most AIO watercoolers and it will not break down in a couple of years and spew water all over your motherboard.
