So my friend has a pc that i built for him it has a gtx 1060, i5-7500, 8gb 2133mhz ram, and a b250krait mobo. hes running games at 1620x1050 i believe not sure but i know it is 1050p (not 1080p) And in theory with those specs he should be able to run most games at max settings 60fps+ but i was at his house oneday and i saw him play overwatch and there were some times the framerates would just stay at like 40 and go up to 60 and 40 and then there would be alot of stuttering. And when we were playing Player unknown battlegrounds together he said he literally couldnt move his character because his frames were dropping down to the low 20's and it took a long while before everything was to load and he was just seeing Xray plus after when everything was loaded he told me he was running at 40fps average, now i know his temps aren't bad and as far as i know his drivers are up to date, so any help on why his fps is so unstable on low would be very much appreciated (PUBG = PLAYERUNKNOWN'S BATTLEGROUNDS was ran with High settings, low shaders, low view distance, and low foliasing. And ow in ultra settings.)
