I7 7700k vs R7 1700 mysql server build

I'm about to build a new system and i can't decide which processor and platform to go with. The system will run windows 7 or 10, and mysql server. The mysql server will be used as a backend for a program developed in visual studio C#. The program will be Lan based and will be networked to around 25 other desktop PC. The system will also serve as my workstation which would only require a few (around 10 tabs of chrome) and a few (around 4 instance of MS excel). Hope you guys can help me out in deciding. TIA

Would Mysql be better at utilizing the extra cores? Or higher IPC? I mean, all the benchmarks I see are around games, so I really can't decide
