Why is my pc not gaming at full potential?

Okay so i dont know everything about computers but i know enough, i have an Asus ROG PC (i know i wanted a custom build but didnt wanna wait, plus it has the same specs as i wanted) i have a GTX 1070 And an I7-6700 @3.40 hrz and 16 gigs RAM(witch i cant upgrade :( (I know not the greatest but its good enough) Sometimes ill have perfect fps in games such as CS:GO, H1Z1, Players Unknown Battle grounds, etc. (around 300 fps in csgo and 100 in h1 and anywhere from 50-100 in PUBG.) witch is great and all but when im streaming in low quality and low bandwith my frames on pubg drop instantly to 30 and on cs almost less then 100 and on h1 liess then 50. my friend has a 980 an I5 and 32 gigs ram and he gets more fps then me in most games and barely drops when streaming. i really wanna start streaming and i know i shouldnt have any problems with my rig but i cant stream when its not comfortable for me to play :/ and i love streaming with a passion. someone please help me, i just wanna get things sorted out. (also forgot to mentoin i use to asus ROG 144hrz monitors.) sorry if i sound like im complaning i just cant stream like this XD

Like everyone I know has issues with frames on PUBG.
Remove all launch options if you didn't already and delete the .ini files and verify the game as there was an update and if you messed with any of the files like a lot of people have to get better FPS then it might be why you're running slower.
Also make sure you're not OC'd anywhere by resetting your bios. Upgrade your graphics card driver.
16gb is plenty it seems more like it's pushing a lot onto your CPU and not touching your card as much as it should be.

i play at all low settings and still getting 30 fps while streaming :/

Try upping the settings after a bios reset and see if it helps get more oomph out of your card.
I'm running an 8320 atm w/ a 1060 6gb and 16gb of ram and I get more frames than you are currently getting while streaming so check your task manager while gaming and see if your CPU is overload and your card is underload which could point to the game pushing too much on your CPU and not your GPU.

Also think of anything you did between when you got better frames and now you're new lower frames. Did you update to the newest driver geforce released a few weeks ago? Did you change your launch options or any of the games .ini files? Have you tried fresh installing the game and deleted the old files? Is your nvidia settings optimized for the game (like max pre-rendered frames -> 1, single screen compatibility mode, vsync off multithreading on)
