Befero i had a 4790K but is now broken i has a 1070 but i don't know if will run UE4 with a very good design of game so i need a better GFX, what i should have to use?
I can Spend like 3000€ right now and the upgrade things

Okay. So I would suggest you getting 16+ GB of RAM (for rendering and VMs if you're using it) and something like a i7 6800k to 6950X or a Ryzen 1700X - 1800X.

I was looking for a good comparison of compilation times. I found this: http://www.phoronix.com/scan.php?page=article&item=ryzen-1800x-linux&num=5

It shows the ryzen r7 beating the i7 you used to have at compiling a few things, but I couldn't find results for UE4.

I've never used UE4, so I don't know how much it uses the GPU. If I were you, I'd use the 1070 and see how it goes. A graphics card isn't too hard to upgrade later on.

A GTX 1070 would be more than enough. I would go with any CPU with 4+ cores (so any i5 - i7 or Ryzen), you don't need a ThreadRipper as that's too overkill and unreasonable. 3000 euros just for a CPU is too much.
RAM is also important.

What are your specs?

That makes sense, except that the new i9 10 core is cheaper than the 6950x and threadripper will be, too.

Disregard what I said about the 6590X. My point is, you don't need something crazy like the i9, Threadripper, and 6950X. The i7 6800k and Ryzen 1700X - 1800X is more than fast enough. Most programmers alike don't even use anywhere near 5820K - 6950X in work related situations.

I agree with your statement, but he hasn't said exactly what he's doing. Working with UE4 could mean a small turn-based game or a massive open-world game.

Personally, my laptop's i5 3210m does well enough at compiling the programs I write, but if he's used an i7 4790k before and wants more, the i7 6800k probably won't offer it. I have a 6800k @ 4.2 GHz, and the i7 7700k beats it at a lot of things.

If he has the money and knows that he wants a lot more performance, I don't see why he shouldn't just go for it and get the top-tier stuff.

True. But it's wise to spend it on something else. With extra money, you could spend it on other things such as software, games, furnishing, food, pet, bills, and etc, or even add it to savings. You could also donate it to charity with that extra cash. You don't need more than what you're doing.

I think he should go with the Ryzen 1700X and a decent cooler.
For Ram he should go 16GB DDR4-2666 MHz
