Here is my specs:

My GFX card is the: AMD Radeon MSI 360X OC

My issue isn't that I get low FPS, I just get random lag spikes every now and then. I clean my PC out frequently. Anyone got any tips for me?

You need a better PC or I don't see those drops disappearing. You have a very weak CPU, no two ways about that. Your GPU is not exactly strong either. I think your expecting more from your hardware then your hardware is capable of. I am honestly surprised your getting the frame rate you are in GTA 5. I am not saying you might not be able to squeeze a little smoother experience out but don't get your hopes to high. Try running DDU in safe mode and then reinstalling your drivers (be sure to back up first).

Hi there, it's really just every game such as Overwatch, GTA V, PUBG.
I play overwatch on medium settings and get constant 60 fps but then it randomly drops to 30-40 fps and will go right back up
I play PUBG and GTA both on low and get around 60 FPS still and then it drops

I assume you're playing on a res below 1080p to get those games playing considering your hardware.
How long does it drop for and how often? Have you checked hardware temperatures for throttling?
In some games when you reach an area where there is a lot happening it can overwhelm the PC temporarily, it just happens on lower end systems :(
