Good PC But LOW FPS?

Hi, I have a really good pc but I'm getting low fps on games like Mount and blade and battlegrounds? REALLY confusing

SpecS:

Processor Intel(R) Core(TM) i5-4690K CPU @ 3.50GHz

Video Card AMD Radeon (TM) R9 380 Series

RAM 16 GB

Operating System Microsoft Windows 8.1 (build 9600), 64-bit

Anyone know the issue?

Check your Task Manager processes to see if there's something running in the background. I know the FileHippo app I have has a bug in it where after it's been running so many days, it starts eating up CPU cycles like crazy. When I forget to turn it off, games like Heroes of the Storm drop to sub teen fps....
