Gaming computer not running as fast as it should / used to?

hi, i've used this website for a number of issues, but i can't really seem to find the answers i'm looking for this time. my dad and i built my gaming computer for college, and originally it ran fast. fallout 4 on max settings, everything was fine. it ran good for a while until it hit a pothole i guess. now i can't even run fallout 4 at low settings without lagging like an idiot, and games like black ops 3 that i should be able to play with my specs at good settings i just can't. even geforce says i should run them at low settings. any idea why? i've tried updating my drivers, but i'll try again when i post this. not sure if that would be an issue. here are the specs.

Processor: Intel Core i5-4690K CPU 3.50GHZ
RAM installed: 16 GB
Graphics Card: NVIDIA GeForce GTX 950
Board: MSI something. System Info won't tell me, but I'm not sure if that should matter. i'm sure i can look in the boot screen.

if there's anything else i need to list, please feel free to tell me. i'd love to figure this out. thanks!

i might be the biggest idiot in the world. i just cleaned out my entire computer, and now it seems to be running fine... jeez. i'm running the game at high settings now 60fps, the highest cpu usage is 70%. i guess dust was my problem.
Well, you have to understand, as computers get older, it tends to slow down, so that's just that. I would look at some software to see if it is holding you back.

Also what is your CPU and GPU usage when gaming? What FPS are you getting and what were you getting? What are your temps? Have you tried re-installing these games? Honestly, a clean install of Windows make just work.

my computer isn't even two years old, so i don't think that's the problem. black ops 3 is a fresh install, so i'll try that for cpu and gpu usage.

with a private multiplayer game running, my CPU usage is 70%~ GPU is 50-60%~. temps for my cores are 62-68 C, for my native graphics it's 62 C and my GeForce is 62. this is all with the game paused in the background, so i'm sure these numbers would go up as i play. fps on BO3 safe mode is 50-60 fps.

update: now that i look at my fans' rpm, i see that my gpu's is running on and off. 0-500 and back to 0. three of my fans are running at 1200+ and the other two are below 750. is that a cause?
 
No, I think your CPU is bottlenecking. It's using a bit too much resources to get that game going. Also your card is not using all of it's resources to render the graphics. Do you have anything else in the background? Also what is your CPU frequency when gaming? Is it under 1ghz?

(i just cleaned my computer again with canned air to make sure i got everything working properly, just an fyi) skype is almost always open for me, since i'm in a calls constantly, but i've tried keeping that closed and it doesn't really impact anything. only other thing that's open is my fps counter and this window. i'm not sure how to check the cpu frequency, i have a big list of stuff in HWMonitor but i don't know what to look for.

Strange. That CPU usage is still a bit high in my book, but again, if it works, it works.
