My PC won't turn on when the graphics card is attached

So my pc wont even turn on(not even fans) when my graphics card (radeon hd 7850 2gb) is attached(power cable). I'm not sure why, i dont know whether its my gpu going bad or not, since my integrated graphics wont even load, my pc will just not turn on?
 
Solution
It sure is sounding like the gfx card is defective. I suppose it is possible that it is something else, tho. Check the PCIe x16 slot and see if any foreign matter is wedged in the slot. Blow it out with a can of compressed air. Check the edge connector on the card too, just in case something is shorting two contacts together.

Have you got access to another gfx card you can try? That would help isolate the issue some too.

I don't think the issue is the video card, since it wont load the pc at all, not even the integrated graphics on the motherboard, it literally wont turn on...could it be the drivers?

Drivers? Highly unlikely. The PSU is the first culprit I'd suspect. Especially if it has sat unused for a year w/o your attention. But it is hard to say for certain from this far away and not knowing the specs of your system.

Does you PC have integrated video you can try? Remove the gfx card first.

It's just strange that plugging up my video card causes the entire system not to work.....should i send in pictures of my setup with the lid off, and specs exposed?

I can't at the moment sadly, I know that would be conclusive if i could...is there any other way you think to really see?
I'm sorry that i'm not providing that much to work with...
