I don't want CPU coolers with backplates since my case doesn't have a cut out behind tthe motherboard and there are a lot of stuff in the way so will this be able to sustain an i7 7700 and how much better is it compared to a the Intel stock cooler?

It's a good cooler to replace the stock one, as long as you aren't overclocking with it. If you want to overclock, go with something more suitable like a Cryorig H7 or a Coolermaster 212 EVO.

In overclocking, there won't be much noticeable difference especially with an i7. Likewise, it takes a bunch of time since you have to run stability tests overnight with your computer running, etc, etc. Overclocking is generally more helpful on lower-tier processors like AMD's FX processors.
