Gigabyte gtx 1050ti not putting out 60fps even on low settings

I have 1050ti that's not putting out 60fps or even 50fps

My hardware is a msi 970 gaming motherboard
24gb RAM

AMD fx 6300 CPU, overclock to 4.2 ghz

Cx750 power supply

And of course gigabyte gtx 1050ti

Can someone please help out I tried too many options and I'm still getting the same results

What games are you playing? What is your cpu and gpu usage while playing? I suspect you may have a cpu bottleneck because my gigabyte 1050 ti plays well with some reduced settings. I'm assuming you're using 1080p.

Yes and I play new Vegas, borderlands 2, payday, and I have my fps jumping all over the place, except 60
