On my Windows 8.1 tablet, the touchscreen works floorlessly while you are using it, but if you leave it for more than about 5 seconds, the touchscreen doesn't register the first touch and you have to touch it again as if the first touch "woke the touchscreen". But as long as you keep using it constantly, all subsequent touches register. Could this be a power saving issue?
