Hi, to be straight to the point, I ran into a problem with my GPU lately..
When I'm playing GTA V it's all 60 FPS but when loading the game it shows me 42FPS and it's stuck there.. also in the map section, Cutscenes.. GTA V's cutscenes are capped @60FPS but they lag like hell the Nvidia FPS meter shows me 14 FPS, also when character switching it goes all the way down to 11FPS!
I thought it had something to do with GPU load that when it dropped usage it dropped fps but that wasn't the case since I changed the energy setting in Nvidia control panel to Optimal Performance...
I tried reinstalling the game, Drivers, Windows.. nothing did help..
The problem is somewhat noticeable in any game.. But it's appearance is really obvious in GTA V.

CPU cooler, Cryorig H5 Universal.
CPU, I5 - 4690K @4.4Ghz, 1.235V
Mobo, Z97-K
RAM, 2400MHz Corsair Vengeance Pro Gold
GPU, GTX 1070 G1 Gaming.
PSU, Corsair CX750M
