There is no need to upgrade the PSU, I am guessing you are looking at the recommended PSU for the card which is 500 watts, that is for the full system, along with about a 25% buffer on top. The card uses about 150 watts at full load, you are just fine with what you have. You just did not calculate the power use properly or someone gave you bad info.

Your PSU is perfectly capable of running a 1070....maybe even two.

Some 500 watt PSU's have 200 watts available on the 12v rail, yours has 468. So in essence your power supply is almost 500 watts on the 12v alone.

Run it.
 
Well, Silverstone makes great power supplies.
I would bet that it can run your video card at full speed for a while. It's not ideal though - running a power supply at near capacity reduces the life of the power supply. What's your other components? (how many spindle drives do you have, etc.?)

Try running it at full speed and see how it goes.
