What do you think of this configuration for a small server.

Hello, I was thinking of building an Ubuntu Server for a basic Apache2 server which will runn 10 hrs a day.

This is the MB+CPU+RAM: Core 2 Duo 4600 + 2 GB DDR2 RAM + Zebronics ZEB 945.

I would be setting this in my old Zenith PC Case + PSU with a 1TB HDD.

For showing demos of web services to clients, FTP, NFS, Samba Shares, and for sometime a plex server, just for serving contents. The Server will be Port Forwarded from a static IP.
I am basically concerned about the power usage of this server.
What do you think?

The i5 6500 with the GTX 1060 6GB installed will use about 30 watts less at idle and 45 watts less under load. Than the Core 2 Duo e4600 with integrated graphics. This is with the GTX 1060 at idle. As it should stay around idle with the server tasks.

The i5-6500 will also get tasks done more easily or rapidly. So, tasks which will load the Core 2 Duo at 100% load. Will either get done much more rapidly by the i5. Thus less time spent at load and more at idle or in the case of a steady stream of tasks will barely utilize the CPU. Thus not coming close to full power usage.

Anyway you slice it. Your current system will likely use less power. If you want to improve things even more. Drop the CPU multiplier and decrease voltage. Even...
It'll work. If power usage is a big concern look at a used core 2 duo or core i3 laptop. It will use a lot less power and you can toss a 1tb hdd in it just the best same. The newer the laptop the better the power usage, in general.

For a Plex server. A core 2 duo is useless. You want at least a Core 2 Quad. As transcoding is automatic. You really want at least a Core i5. Transcoding takes a lot of processing power.

OK, Dropping the Plex server, how will the power usage be? I was also looking into laptops, but none of them were as cheap.

On a side note, which would be more efficient? This or my current rig: Core i5 6500, 16GB DDR4, H170 PRO Gaming (with a GTX 1060 6 GB That I would remove)?

Cheapest is not always best. You are buying very old technology and very limited (4GB) motherboard. I think you will be very disappointed in the performance considering what you are used to. You are buying a $30 system, you would probably be better off with a Raspberry PI 3 -- https://www.raspberrypi.org/products/raspberry-pi-3-model-b/ That is definitely MUCH lower power.

Even better take the money you were going to spend and upgrade your PSU to an 80+ Gold or Platinum 750W PSU. The reason for such a high watt PSU. They operate more efficiently when not under heavy load. The 80+ Gold or Platinum because there is very little waste electricity.

Thanks a lot for your Input. I actually had a chance of looking at our Power usage, and I noticed that that when we used to run our old Pentium 4 PC for 1080p the electricity usage was much higher for that room than that for the one in which a core i5 (Older Gen) PC used to exists.
