PC freezes after sitting idle for 30 minutes or so (windows 7 service pack 1)

Hey good people.
So like the title says,my PC is slowed down to heavy lagging and the weird thing is the lag goes away when the mouse is moved,not the keyboard but specifically the mouse.This has been going on for months now and needless to say it becomes insufferably annoying.
Important things to note: No matter the software running,if the mouse is left idle for about 30 minutes + the PC will freeze.I was running Assassins Creed and was using a controller,and the same shit keeps on happening (and it recovers after the mouse is moved).I run fraps in background and when this happend my framerate went all the way from 30-40 to 5-10 (So its not really hard freeze but i don't know what to call it).This is my first time posting here,hoping for a solution.
Spec: I5 4460,8 Gigs,1 TB,Gigabyte B85M-DS3H-A,MSI GTX 750TI

PS. Also a few months ago I replaced my cheap PSU with a used Corsair VS550 (I honestly don't remember if that's when the problem started)

I finally fixed the damn thing,It was an ethernet card I installed a while back.Seems like I completely forgot about the stupid thing lol.Removed it and voila,No more lag.Anyway thanks a lot,I appreciate your suggestions .

Thanks for answering but I already did the CCleaner scan and the problem still exists. And I have no idea how to run memtest (although I'm still figuring it out).I tried googling and not many people have the same problem regarding the same situations,Or the solutions aren't clear.Any more suggestions ?

If the lag goes away when the mouse is moved, it would seem something is running in the background that should only run when the system is idle. But it is running even when the system isn't. Moving the mouse stops the background program by making it think you are no longer idle.

Have you run a virus check? Malware?

Might try disabling stuff you have starting with Win one-by-one. See if any of them are causing the issue.
