screen is on, no response from either mouse or touchpad, F12 light shows. Everything seems frozen.

Need details about the system, seems it's a laptop since you are talking about a touchpad. Brand and model? Did this just start out of no-where? Did you try anything already to fix it? Screen is on as in just lit up with no display at all? What happens exactly when you turn on the power?
