CPU without a heatsink?

A friend of mine has asked me to look over an ebay 'budget' gaming PC for him, as he's an utter novice when it comes to them, I was looking it over, and for the money they're asking, it seemed fine to let his kids play with (basically all it was gonna be used for) but then I noticed the CPU has no heatsink, no fan, nothing. Doesn't even look like there's a connection on the Motherboard for them. The ebay description is kinda lacking, it's just called an 'Intel Core 2 Duo' but I -think- it's an e7400 going by the 2.8GHz speed, it's just a best guess.

Now I know that not using heatsinks is a great way to kill a CPU, I'm not a total novice, but this board seems to have nothing to even connect a fan with, so I thought it best to check with you fine people. Seems fishy to me but there could well be something you know that I don't.

I assumed, perhaps incorrectly, that the black square on the right hand side is the CPU, I'm looking at it now and I'm thinking maybe it's a motherboard chip (not sure what they're called) that relates to the MB and not the CPU?

If it is I genuinely apologise, it's just I don't want my friend to get ripped off, and the picture isn't that great.

You were correct about being wrong.
That is the south bridge chip. (Part of the motherboard chip set and they don't always need a heat sync.)

The CPU is directly under that fan and large black thing.
Under the fan is a heat sync.
...
No issues.. But core 2 duo is pretty old. I wouldn't get my daughter anything less than a 1st gen i5 CPU. (Why? still super cheap but waaay faster.)

The motherboard isn't listed or I would have looked it up. Best I have is the above picture which is not all that helpful (to me anyways).

And yeah, assuming I haven't fked up here with the placement, which I'm more and more thinking I have, there's no-where to seat the fan or heatsink.

Just like to apologise once again if I've mistaken that black chip for a CPU, if its any consolation I'm feeling dumber and dumber...
 


The CPU is under that BIG FAN and metal Heatsink.

Yeah, if it were me I'd just do a low-grade build for them, but these guys are on a hellishly tight budget. I might look about for a better build for them in the price range.
