With that budget and the crazy prices of mid-tiers GPUs because of the mining craze, not much you can do. You can go low-end, and upgrade later when the prices come back down. Or you can wait for Vega or Volta, but who knows when they are released.

It just isn't a good time to build a PC right now, unless you are ok with low-details on 1080p.

Possible to wait until August, but again, it's a probably that it may not come out. Also, prices could be jacked up as well if mining doesn't go down. It really is hard to tell because if the value of crytourrency rises, then no much you can do.
