CPU Not running at full speed

Hello

I recently threw out some busted RAM sticks from my aging pc and replaced them with brand new memory sticks. However, I couldn't get them to run at the desired 2133 mhz, so after a bit of tinkering in the BIOS I ended up leaving it at 1600mhz.

However, now my CPU seems to be underperforming, probably cause it reset to some default settings somewhere. Windows 10 and the intel processor diagnostic tool state that it's currently running at 2.4ghz, while it should be running at 2.8ghz. In the BIOS however, it states it's running at 2.8ghz, which has me incredibly confused. So, what gives? Did I miss a setting somewhere? I'm really not at home in these BIOS screens and I feel like I have no idea what I'm doing or should be looking for.

System Specs:
Intel i5 760 @2.8ghz
Gigabyte P55M-UD2
2x Kingston hyperX Savage DIMM DDR3-2133 8gb

In the Specifications tab for your motherboard on Gigabyte's website, it says this:

1. 4 x 1.5V DDR3 DIMM sockets supporting up to 16 GB of system memory
2. Dual channel memory architecture
3. Support for DDR3 2200/1600/1333/1066/800 MHz memory modules

That would imply the motherboard supports a maximum single RAM size of 4GB (4 DIMM slots supporting a maximum of 16GB). I also went to the Support Tab for your motherboard and downloaded the Qualified Vendor List for RAM and all of the RAM is either 1 or 2 GB, except for one 4GB Samsung Module on the second page. (I cant link to the page, as it is in my downloads folder, not a web link).

Now, it is possible that the QVL list is just outdated and 8GB RAM modules are now supported...

I checked the windows power setting and it was already at 100%.

I tried resetting the BIOS to optimized defaults, and the CPU setting stated it was at 2.8 GHz. Unfortunately, the same problem persists with windows task manager claiming it's running at 2.4 GHz

Edit: Intel's Diagnostic Tool is now stating it's running at 3.225GHz however. Is this normal?
 
I have never found CPU-Z to be wrong on cpu frequency, so I would say you are running at 2.4GHZ. Try resetting the CMOS. If your motherboard has clear CMOS jumpers, use that, otherwise unplug the computer and remove the CMOS battery for 5 minutes or so.

Does your motherboard and cpu support the new ram at 2133mhz? With your old ram, did the cpu run at 2.8Ghz?

Now, it is possible that the QVL list is just outdated and 8GB RAM modules are now supported. Often the motherboard manufacturers don't update the inital QVL list. Perhaps you need a BIOS update for the board to support 8GB modules. You can find your BIOS version on the Mainboard tab on CPU-Z. BIOS version F7 provided enhanced memory compatibility support:

I am assuming you have Motherboard Revision 1.1 for the above BIOS info. If you have Revision 1.0 it could differ.

Edit: Then there is the matter of whether your CPU supports 8GB RAM modules. I didn't research that. Perhaps the CPU's integrated memory controller is struggling to "control" the 8GB modules and is underclocking itself to cope. Just a guess. Do you have your RAM in the same colored slots on the motherboard? Is XMP enabled in the BIOS?

Thank you. You were absolutely correct with the motherboard. Apparently it doesn't support the 8GB sticks and my CPU doesn't support 2300 MHz frequency. I've replaced the two sticks of 4GB each and now the CPU is running back at full speed.

I am having a similar issue with my i5 760 and ga-p55-usb3 mobo after i added 2x4g ballistix sport ddr3 1600mhz. Mine is running at 2.4 is there a way for me to fix the issue or is going back to my old corsair xms3 ddr3 1333 2x4gb the only option? Ive read 2x4g at 1600 should work on my system and it does except for the slower cpu speed.
