I have a sapphire r9 280x toxic 3gb
1150 mhz core clock
1600 mhz memory clock at stock
can i flash a new bios that decrease the voltage of my card and get lower temps while not decreasing mhz?

Solution
Potentially..... but a "little" higher would be just that - little.

The binned chips of any range are essentially why you see low/mid/high end GPUs within any given lineup.
The chips than OC well or require less voltage = High end chip
OC 'ok', good voltage = next chip down
OC 'ok', a little higher voltage = mid range card #1
Don't OC, good voltage = low-mid range card #2
Don't OC, a little higher voltage = lower clocks/voltage = budget card next

Very basic examples, of course - but you get the idea. The difference between 280X's would be fairly low.... otherwise it would've been a 280/270/270X

I doubt this would be possible.

If you're running at stock speeds, the voltage would be stock too - which *should* be as low as can be without it becoming unstable.

I believe you could try reducing voltage via something like MSI afterburner, but I wouldn't attempt to flash the BIOS for what you want to achieve.
The chances of success have to be <1%
