CS GO: not able to play with stable 100 fps on rx 460 even with low settings at 1650x1050 resolution

I have an i5 cpu, 6 gb of ram and rx 460 graphics but i cannot play cs go at stable 100 fps. Fps drop from 100 to 60. I run fps_max 105. What can cause this problem? Maybe the HDD?

The i5 650 is probably bottlenecking. Try over clocking it a bit, or just buy a CPU from the same socket (yours is the 1156 socket). Buy something like the i5 750/760, i7 860, i7 920 etc. If you do buy one of these CPUs, overclock them a bit as well. These CPUs would definitely not bottleneck the RX 460.
