New to PC Building , issues after first build.

Hey all , I finished putting together a new PC for my daughter with some help because I am not well versed at computer knowledge and after the first week of it being fine it has started to have issues. When she first installed her drawing tablet drivers the computer became frozen and crashed. Upon restating it we can see that it is trying to boot, the fans whirl, lights come on, and then within a second it shuts off, turns on again, and repeats until we shut the power off. A friend of mine had it up and running by double checking the parts and re seated the CMOS battery I believe. It worked fine for another week but it has done it again. This time upon further inspection the motherboard indicated that the Dram and CPU had an issue. I have went an ordered new parts online to replace the two but would like some knowledge before I bring it into a professional. Would this be a hardware or software issue? The specs are:

MSI Pro Series Intel Z270 DDR4 USB 3 CrossFire ATX Motherboard (Z270-A PRO)

Corsair Vengeance LPX 16GB (2x8GB) DDR4 DRAM 3000MHz C15 Desktop Memory Kit - Black (CMK16GX4M2B3000C15)

CORSAIR CX Series CX750 750W 80 PLUS Bronze Power Supply

The parts listed are the original parts and I was worried they were defective therefore I ordered new ones. I am wondering if anyone had this issue of trying to boot over and over again. All the motherboard pins that should be in are in I believe, as in the 8 pins as well.
