EVGA GTX780ti SC problem - Black spikes through screen on PUBG if power limit is set about %70

Hey guys, some advice would be very much appreciated! I recently switched from a R9 290 Tri-X to a 780Ti (because my 290 sold) and I thought they would have around the same performance, perhaps expecting a little bit more from my 780Ti.

I used DDU in safe mode and installed the 780Ti in the usual way, no problems. However, upon trying to play games weird things happened -

GTAV - Loads into game fine, and then the colours go CRAZY - like all the textures turn into weird rainbowey colours, or almost an inverted like feel.

Battlegrounds - I was getting crazy black tears flashing through the screen (can notice it in the game menu even), and it would always crash as soon as I touch ground from parachute (display driver stopped responding and recovered). Now I found a fix for this - I can get the game to run stable with no tears, but ONLY if I set the power limit to 70% max on Msi afterburner. (what the heck?? my psu handled the 290 fine)

Other games ive tested (Lol, Dark souls 3, Assassins creed) all seem to be working perfectly on 100% power limit.

I'm so confused! Bad driver? Bad card? Bad Psu? Bad mobo? Not plugged in properly? Hmmm...

My friend just had an issue with this it was a Nvidia Streamer Service, try this. Even if it doesn't work you don't need the service anyways.

All it does it just stream your PC to the Nvidia Shield, but if you don't own a shield its useless.
