Stuttering in games after failed overclock

So i tried to overclock my new i7 7700k week ago but it failed somehow and windows reinstalled itself after the crash notice. I watched guides and videos of people overclocking their i7 7700k's and i followed their instructions but at 5ghz at 1.340 Vcore after the crash notice windows started to reinstall itself and now i have stutters on games if i have a twitch stream on the second monitor and game called Runescape3 also has small stutters in busy areas but it may be the client since other people have reported some issues with it but i never had them until the failed overclock. Some youtube videos also stutter my games but not all. I tried to use livestreamer program to watch twitch streams but it only helps little bit. Also sometimes while using CPU-Z cpu's Core speed, multiplier and core voltage are jumping around, not sure is it a bug or does this really mean that my cpu is messed up.

My PC specs:
ASUS Prime z270-A motherboard
i7 7700k processor
Gtx 1070 8gb graphics card
16gb (8x2) Kingston HyperX Fury ddr4 2666Mhz cl 15
Corsair Cooling Hydro H110i Extreme Performance
HyperX Savage 250gb SSD card where i have my windows installed
1.65T Hard Drive which is about 5 years old
Corsair VS550, 80 Plus White - ATX power supply 550W

I have tried:
-Reinstall windows
-Run 3DMARK Time spy but got same results before i started to overclock and everything was fine
-Put games priority to high if they weren't there by default
-Run Aida64 for 30min without crashes but my cpu is at the default settings so it can't be it

I do not know what i can still do to check if my cpu got damaged in the overclocking but i never went above 1.34 Vcore. Thanks in advance!

I would start after a failed OC to reset everything to default settings, you may think you have everything the way it was but might of missed something that is causing an issue. so I suggest you pull the power plug from the wall (being off is not sufficient in this case) and pop the motherboard battery (cmos) off for two minutes (some motherboards have a cmos reset jumper and you can use that as well see your owner manual) after 2 mins, pop the battery back in, plug pc in , and boot, it probably will boot to bios...

regarding your " windows is reinstalling itself" I find this curious, windows never reinstalls itself after being installed the first time, not unless your booting from the install cd/thumb drive...

you could use HWINFO to see your temperatures on your Cpu and GPU while gaming (run it in background and go gaming until you get stutters and ctl-alt-tab to it to see the max/min number that are happening. could be its getting too hot and throttling?

After the oc fail i went to bios and clicked default settings, will popping cmos still help?. I have corsair link that shows every components temperatures and gpu or cpu are not overheating. Windows reinstalled itself after the oc failed, i logged in to my pc after i put the value to 5ghz and vcore 1.340 and got blue screen, then it restarted the pc and started to reinstall windows.

take oc off , install fresh copy of windows.. make sure its update and your motherboard has all the bios firmware updates as well.
back it up

oc isn't" oh I want 5GHZ..." or " I saw a YouTube that got 5ghz", that is not realistic., not every cpu is the same and you cannot ask max power out of the silicon valley lottery

OC is an incremental process.. slapping values someone else used on their system doesn't not guarantee (and in your example proves my point as your cpu isn't capable within the settings you use to be stable at 5ghz. you need to push it slowly 0.5 ghz at a time monitor test it then move on to the next setting.

you need to read a lot more about overclocking before you keep going.

After the oc failed i put default settings on bios so there is no oc, i have reinstalled windows again after the first random reinstall, all drivers are updated, and about overclocking, i know not everyone can get 5ghz so i went up 1 ghz at a time starting from 4.5 where the turbo boost is and started with 1.3 vcore, all was going well until at 5ghz 1.330 computer crashed and then i went to bios an increased vcore from 1.330->1.340 since i have heard that 1.4 is maximum vcore you should use but it is on the edge and after i tried to log into my pc with 5Ghz at 1.340 vcore and crashed after pc booted it started to reinstall windows but now that i think about it after i logged onto my pc after the weird reinstall i had wallpaper i had used last august. but all other things were gone.
