Gigabyte gtx 1050ti not putting out 60fps even on low settings

My hardware is a msi 970 gaming motherboard 24gb RAM AMD fx 6300 CPU, overclock to 4.2 ghz Cx750 power supply And of course gigabyte gtx 1050ti Can someone please help out I tried too many options and I'm still getting the same results

I'd officially call it and say your CPU is getting too much utilization, which is odd. When I had my FX 6300, even without an overclock borderlands 2 / borderlands the pre sequel might have used about half of it, PAYDAY 2 used 60% at most.

Another thing I'd try at least for Borderlands 2 would be to turn PhysX to low if you haven't already. While it sounds like you have based on GPU usage, it's notorious for doing little to help anything and killing your FPS.

Check your background programs, if you have loads of programs you don't use, I suggest you take a good long look at "uninstall or change a program" menu and clean out the stuff you don't use that you might find to still be running, if you haven't tried already.

What is your CPU usage while gaming? Are any of the cores ever hitting 100%? All it takes is one of those six cores to hit 100% or very close to 100% when gaming for your to hit an FPS wall. Once you hit the wall. It doesn't matter how much you lower your settings. It won't go any faster. As very few game settings have any impact on how much a CPU will work per frame.

Use MSI Afterburner to overlay metrics such as CPU and GPU usage, memory usage and temps.

Wow, this is surprising given these games all can run on old hardware.

Tell me, with the settings and resolution as low as they can go, does your FPS stay the same or dip?
If it keeps dipping, open task manager and monitor the CPU. While FX isn't a steaming heap of garbage like users make it out to be, it's main fault is single thread performance. If you see one or two being pushed to the limit, then it's the CPUs problem.

Also, do monitor your temperatures. If the CPU or GPU are running too hot, safety features kick in that make them tone down performance and stop using as much power (which reduces heat generation, giving it the opportunity to cool down) If that CPU is overclocked on a low end cooler, I recommend turning it back to stock settings and seeing what that does for you. It might be getting even hotter than before because it is summer.

I can confirm with Borderlands 2 and PAYDAY 2 with an FX-6300 and an RX 480 before I gave the CPU to my cousin, I had some minor dips usually during a change of scenery, nothing more (1080p, maxed out settings) So it's either the 1050Ti being a bit too weak or something's throttling would be my guesses.

yes even when i have the setting at absolute low i still get the same results, i get between 90% to 100% on my CPU and sits at about 32-35C, but my GPU usage is only getting about 20-25%

even at like 480 im still not getting 60fps

My CPU usage is mostly between 90 to 100%, but my GPU usage is has been sitting around 15-25%

While your CPU seems to be a problem, that much utilization is really suspicious to me.
