Need help with getting memory to run at rated speeds.

This is my full setup

Motherboard: Gigabyte GA-AB350 gaming 3

Video card: MSI Radeon RX 580 DirectX 12 RX 580 GAMING X 8G 8GB 256-Bit GDDR5 PCI Express 3.0 x16 HDCP Ready CrossFireX Support

Now what I'm trying to do is correctly and safely getting everything to run at rated speeds or at least close to it particularly my ram. I've enabled xmp profile which on bios showed that I achieved 2,949mhz but the Ch A/B Volt in bios was at 1.380V while the label on my memory says 1.35V. As of right now nothing crazy has happened everything is running great no crashes I used CPU-Z to see if the ram was running at it's correct speeds and this is what I got ( https://imgur.com/a/l0KUC ).Now I noticed a tad bit of delays when trying to launch things like for example MSI gaming app and other apps but that can't be due to ram. I'd like to know is if it's ok for me to leave the xmp profile enabled given how it's causing for the voltage on my ram to be higher than what the rated voltage is on my ram (1.35V). I personally figure 3 points higher shouldn't do damage. I called Gigabyte concerned about the voltage for my ram being higher than 1.35V I stated everything I did and was told everything may seem to run fine but in the long run my PC may run into big issues as what I'm doing involves overclocking and was told that if bios is showing my ram at 2,949 MHz at 1.380V that means I need to overclock my CPU otherwise I need to only go to 2,667mhz because my CPU can't handle the xmp profile which really confused me (the woman had a heavy Chinese accent and sounded like she wasn't really understanding my issue nor really helped at all). I called again spoke to someone else the guy said that I should be fine and that the voltage may go down and the reason for seeing the DDR at the speeds of the default speed in the gigabyte app ( a pic to show what I mean by this https://imgur.com/a/vi5vq ) is due to my system idling thus the reason it won't show 2,949mhz but when I run a game it should be running at the speed I saw in the bios. I also used windows memory diagnostic tool to check for issues and there were no issues with my ram.
Now what I'd like to know is if anyone knows if I should overclock my CPU with the stock fan. As I get use to the PC world given how I'm a console gamer, I will be gaming once I get the hang of playing games on PC for long periods of time (not use to using keyboard and mouse atm). But I say that because I'd like to receive recommended settings I should use if I'm gaming often.
I'M A NOOB IN NEED OF GUIDANCE! Feel free to link me videos and articles to help get a better understanding of how to properly overclock and get ram to correct speeds if what I did was wrong by all means link it to me as don't know how to mess with settings in bios to well. If further information about my rig is needed for assistance I'll be glad to provide it.

Also this weird message popped up https://imgur.com/a/BLs3x when I woke my PC from sleep mode I'd assume it was due to CPU-Z as I never extracted the files for it or maybe it could be from the gigabyte app center app running for awhile I honestly don't know what caused this I had to press ok like 7 times due to it popping up a total of 7 times (the pop ups were like duplicates)
 
Solution

I made a new post to make a totally new one with pics, I figure since it didn't let me edit my previous post correctly making a new one wouldn't be a problem but clearly it is for you.
