New Build, No video, is the motherboard broken?

Hello, first of all thank you for taking the time to help me.

This new pc is a combination of old parts with new parts. The old parts are confirmed to have worked 1 day prior to building the machine.

Motherboard :
PCB : ASUS B150M PRO GAMING (µATX, 1151)
CPU : Intel Core i7-7700K
PSU : OCZ ModXStream Pro 600W ATX2 (reused)
RAM : DDR4 2x8 GB 3200-16-18-18 Ripjaws V K2 GSK
GPU : GTX 970 (reused)
HDD : Seagate Barracuda 2TB (reused)
SSD : Samsung EVO 250GB

ISSUE : The PC runs, all fans spin and the motherboard lights up, but no output is shown. (The PC does not beep.)

Testing output wiring and GPU :
-Problem persists when instead using the onboard graphics card HDMI slot.
-Problem persists when using the Graphics card DVI slot on a different monitor.
-Problem persists when the GPU is removed entirely and the onboard graphics card is used.

Testing info on CPU :
-The CPU has been tried within a different PC and works fine.
-The CPU socket might be missing a single pin, but I am not sure if this is the root cause.
-The CPU has been confirmed to reach a temperature of roughly 40-50 degrees while the PC is running without a fan on the CPU.
-Yes, the plastic CPU guard has of course been removed and the arrows face the correct way.

Testing drives (this is a weird one)
-When the HDD is connected, the PC will shut down after 1-2 minutes of running. The HDD makes sound when the PC boots up if it is connected.
-Whether the SSD is connected or not does not seem to make a difference.
-Yes, both the power and the SATA cables are correctly wired to the drives.

Testing the RAM
-The RAM cards are confirmed to be in the right sockets (2 and 4) by the guide of the motherboard.
-No changes were noticed by simply changing the layout of the RAM cards nor by removing one or both of them.

Testing the PCB
-The motherboard has an 8 pin CPU power connector that is connected with the PSU.
-The motherboard has a 24 pin power connector that is connected with the PSU.
-The PSU has a spare 4 pin power connector that is currently unused.
-The standoffs have been installed on the case and
-Problem persists after removing and reattaching all wires to the PCB.
-The motherboard does not beep, to for example warn a lack of RAM.
-The CMOS battery has been reaffirmed, problem persists.

Testing the PSU
-I saw a thread somewhere suggesting to hold the power button down for a minute while the PC is without power, and then try to restart it. Nothing changed and problem persists.
-I saw a video about a possibly reverted CPU cable, I have rechecked these cables and they seem to be inserted correctly.
-The PSU worked beforehand on a different computer and powered the same GPU but a different motherboard, I have no way to check the voltage, but I presume it is still working just as good after transferring to a new PC. All the fans still spin and the motherboard lights up.

My current guess is that something is wrong with the motherboard. The fact the PC shuts down after a minute or two when the old hard drive is connected makes me believe that the BIOS works correctly and that the PC crashes and shuts down on trying to load the old windows in a new configuration.

I'm considering returning the motherboard but I'd like a second opinion before I do.
Any tips on what I can still try?
