When my computer starts (from an off-situation), for 1 second, first both front fans work, then the upper one stops and then the lower one follows, but after 1 second both fans start working again and then continue to work (See This animated GIF here: <removed>).
During this, all other fans like the rear computer fan, CPU fan and GPU fan work normally.
This issue does not occur during restarts where the computer is already turned on, but only when the computer is off and I turn it on. What is the reason for this and how can I get more information about this problem?
