Just changed motherboard and having issues with heat and fans

Just got a new motherboard because my previous one had a BIOS issue. All of the fans are running really slow and my GPU fans do not kick on at all. I know they will kick on or maybe spin up faster when i play a game but they don't. My GPU and CPU both reach 70C and continue to get hotter when i'm playing a game. I've tried using software to adjust the speeds but it doesn't work. I'm not sure what the issue is here. Specs are below

Solution
wiht aq new mb you have to reinatal wiindows or it may not run right.
you can try booting into safe mode look for extra drivers then reinstall intel chipset drivers.

Actually posted another thread about the drivers the disc isn't working and the application has the install button grayed out
