Dual Monitor setup, Monitors take a long time to display image.

Been having an issue for a while now, when powering on my PC, the monitors take a good 10 minutes to actually display. The monitors seems to be working as when 1 turns on and the other does not my computer still detects it. I have tried reseating my GPU but did not work.
Monitor setup is a VGA to DVI-I to one and the other is a DVI-D. This problem only seems to occur on the first startup of the day.

Computer specs:

Monitors are HL229DPB

Windows 10 64-bit
Intel Core i7-4820K @ 3.70GHz
20GB RAM
NVIDIA GeForce GTX 970

No onboard graphics display.

The power supply is a VS450. The monitor functions when replacing cables for my other monitor, but then also begins to work with its original cables when plugged back in after.

No 1 monitor is VGA to DVI-I with a converter, the other is just a DVI-D to a DVI-D port, both in the back of the graphics card.

I have just tested the setup with another graphics card a GEFORCE 650 and the setup works perfectly with that card. So I suspect it may be a problem with the graphics card.
