PC sometimes boots to bios, sometimes to windows

So i'm not sure if this is a PSU issue, a motherboard issue or a storage issue but basically my PC will sometimes boot to BIOS, sometimes to windows. As far as I can tell it seems to rotate every time I shut it down, as in it boots to windows then I shut it down, start it up again and it's in BIOS, close BIOS then in windows, shut it down and start it up and it's in windows fine, then another restart and it's in BIOS and repeat. Not a major problem but a fix would be nice. I've already tried clearing CMOS, I even bought a new PSU as I read somewhere that bad power supplies can sometimes cause SSD's to go weird (but then it's strange that it just started happening out of nowhere) anyway I have no idea, any help would be appreciated.

Specs are:
Mobo: MSI Z270 M5
CPU: I7 6700k @ 4.4GHz
GPU: EVGA 1070 SC
RAM: 2x corsair 8GB DDR4 @ 2400 MHz
Storage: 240GB SATA SSD (Windows) +_1TB HDD
PSU: Corsair HX850i

overclocked to 4.4 GHz, already tried running at stock speed and no difference
