I have an hp z200 workstation tower.
Specs : i5 660 3.33 GHz with turbo boost and overlock reach 3.6 GHz.
4 GB ram ddr3
I will buy a gtx 750 ti soon.
Can run games like GTA V, CS GO ... in 60 fps and high quality ?

You may struggle to 60FPS as it only has two cores, and probably not on high quality. The processor is getting on, but SHOULD work ok on reduced resolution, also the GPU is only 2GB, but again, on reduced resolution, should be ok. Depends what you want to put up with really. For sure you will need another 4GB before you do anything.
